My friend Jim's dog attacked a neighbor's dog that wandered into Jim's yard. After Jim got his own dog under control, he rushed the neighbor's dog to a Bothell WA animal hospital. He had tried getting hold of the owners, but nobody was home, and he did not have a cell phone number for them. Fortunately, the dog made it through the incident and was released the next day. I don't know who technically is at fault when an incident like this happens, but Jim and his neighbors managed to somehow keep the peace.
